Thematic Discussions: Enhancing means of implementation through sub-regional, regional and international cooperation

Intervention: Mr. Chairman, thank you for the opportunity to speak on behalf of the youth delegation on the subject of enhancing means of implementation through sub-regional, regional and international cooperation. We would like to share with you a study of best practices that highlight obstacles and lessons learned, with suggestions of next steps.

Developing nations do not have the capacity to understand what they can do to mitigate GHG pollution. Unlike developed countries, developing countries do not have a large amount of resources available in the form of financial capital, modern and dynamic research, and public awareness regarding climate change issues. In addition, they do not have access to the advanced energy technologies that they need in order to make their energy sector not only efficient, but clean as well.

We would like to briefly describe an innovative/great case study that tries to remove these obstacles and constraints to help interested developing countries strengthen their capacities in developing GHG-mitigation strategies. A non-profit organization from the United States called the Center for Clean Air Policy (CCAP) is currently working with universities and research organizations in China, India, Mexico, and Brazil to conduct mitigation opportunity analysis with the financial support from the United Kingdom. Using this analysis, this US NGO and researchers from developing countries evaluated the most promising options to reduce greenhouse gases and develop effective policies to implement such options. Later on, workshops were held to share the results with government officials, key institutions, and industry representatives. This project is hoping to facilitate regional workshops to disseminate the results of this project to a wider regional audience and expand its policy relevance.

We believe that there are many other developing countries that can benefit from having policy experts from developed countries bring financial and technical assistance to better understand how they can contribute to the global effort to mitigate greenhouse gasses. The successful international cooperation in support of strengthening capacity of developing countries demonstrated in this case study should be replicated widely, and this can only happen with increased support from the developed countries. The youth emphasize the importance of enhanced cooperation among the actors in the global community and urge the leaders here in CSD to start discussing various ways to strengthen capacity of developing countries and promote better technology transfer.
